This statement outlines WayUSA’s role as a U.S.-based sending organization, explains the distribution of responsibilities among participants, educational institutions, and U.S. authorities, and clarifies the principles governing participation in international exchange and private school programs.
WayUSA is a U.S.-based sending organization specializing in J-1 cultural and educational exchange programs, as well as placement and enrollment of international students in U.S. private schools. The company is registered and operates in the United States, while recruiting and supporting participants from Eastern Europe and Central Asia.

WayUSA conducts its activities in accordance with clearly defined and publicly available policies, procedures, and contractual terms. The organization supports participants and their families throughout the selection, testing, documentation, and coordination processes, acting strictly within its scope of responsibility and in compliance with the requirements of host institutions and U.S. regulatory authorities.

Participation in international educational programs—particularly those involving minors—should not be regarded as a standard consumer transaction comparable to the purchase of ordinary goods or services. A substantial portion of the work is performed well in advance of key program milestones, including admission decisions by educational institutions or visa interviews. Successful participation requires informed involvement and shared responsibility on the part of all parties, including students and their legal representatives.

Within the framework of exchange and private school programs, responsibilities are distributed as follows:
WayUSA is responsible for candidate selection, organizational support, and communication facilitation;
educational institutions are responsible for academic instruction and fulfillment of their educational obligations;
visa decisions are made exclusively by U.S. consular authorities and are not within the authority of the sending organization.
Certain aspects of program participation—including host family placement, internal school policies, scholarship conditions, and visa outcomes—are determined by third parties and governed by their respective regulations.
